During April 2004 Fund for development of nonprofit sector in Vojvodina started a realization of a project for Standardization of procedures of cooperation between local authorities and NGO. The aim of the Project is a promotion of culture of transparency and responsibilities among local authorities in AP Vojvodina and the strengthening of democratic values through standardization of cooperation procedures between local authorities and local associations of citizens in AP Vojvodina.

A work on investigation of cooperation of local authorities and associations of citizens, held in April with the representatives of municipalities and non governmental organizations, gave an insight into the present situation, as well as a list of needs. The results of the investigation were presented on May 27, 2004 on a Conference on standardization of cooperation procedures between local authorities and NGO. The Conference was held in Novi Sad. The representatives of municipalities and non governmental organizations from Vojvodina attended the Conference. The objectives of the Conference were to give suggestions for a Decision on cooperation of municipality with local NGO. As an example of good cooperation, the Conference was opened by the president of the Town Hall, the host of the conference, Dr Duško Radosavljević, in charge of cooperation with the Fund and non governmental organizations, and by Emil Fejzulahi, secretary of the Provincial Secretariat for local authorities and inter municipality cooperation.

The participants of the conference had an opportunity to hear, together with the results of investigation, about the experiences in cooperation of local authorities with associations of citizens in Croatia, Montenegro, Bosnia and Herzegovina. The guests to the conference were: the head of the municipality Centar from Sarajevo, Bosnia and Herzegovina, Ljubiša Marković; the chief of health and social care of Split, Croatia, Vesna Zec and operating director of CRNVO from Podgorica, Montenegro, Goran Đurović. The guests were not only editorials to the conference, but also took active part in the activities of working groups and in such a way gave their significant contribution in creating the concept of a proposal of Decision on cooperation of municipality with local NGO.
